To use Alt codes on a desktop PC you need to have the number lock on (as it usually is by default anyway). You then hold down the Alt key and enter the relevant number from this list using the numeric keypad (NOT the numbered keys above the letters on your keyboard). When you release the Alt key your symbol will appear:

If you're using a laptop (without a numeric keypad) you have to use the small numbers which are on some of the lettered keys, while holding down BOTH the Alt key and the Fn key simultaneously.
