What Is This Device In The Ground Near Where I Live?

Anyone know what this is in the ground near where I live - its just ouside the perimeter of a new build estate

It looks like it's a fencing stake for holding up that orange plastic temporary fencing (and the like) with a protective plastic cap

I think it might be a stake for stringing a marker line and has a protective cap fitted to prevent eye injury.

Its what is know as a 'road pin'. Used for many years on site for hanging warning bunting, lights on etc. This one was obviously used as a marker for something as its been painted blue (possibly a water pipe or a surveying point). The yellow cap is to make it more obvious so you don't bend don't and take your eye out on it!! Health and Safety and all that!! It got left behind when they cleared site.
