With a listing in Burke's Peerage and an early education at Harrow he's at least partially qualified for the role. However his studies at Royal Agricultural College, rather than Oxbridge, might push him down the list a bit.
There are very few politicians in Britain who you could call statesmen. Very few with any oratory skills and some who cant even formulate a cogent argument.
Politicians often dont have a clear political vision everything is viewed in a too short termed way. Mainly about trying to win the next election.
