Even if one were to believe that the gravitational effect of the moon were to cause such a thing to occur, the time when the moon is closest to the earth (27.5 days to complete a cycle) - and thus exerts its gravitational effect the most - is asynchronous (does not occur in sync with) the phases of the moon (29.53 days to complete a cycle).
Whilst these therefore do sometimes occur at the same time, there is clearly no way in which any gravitational effects could be considered to be a property of the moon's phase.
