Space LASER

I heard about a Japanese plan to put a LASER in space (a bit James Bond) which would reflect solar energy to split water into hydrogen and oxygen. It seemed quite a funny idea but I haven't seen much publicity and everything I find on Google is a bit brief. Is there a more detailed 'mission plan' anywhere?
