If you could illuminate your question with a bit of detail (does it have a solar re-chargeable battery?), then perhaps I could shed some light on the matter.

no. It recharges during the day using sunlight and is therefore fully charged for use in the dark.
i no several people with solar powered garden lights, i guess thats fairly similar to a solar powered torch, they just charge during the day, however they do give out fairly poor amounts of light specially in the winter
Obviously you live somewhere the power never fails and all the roads have street lights, There are many parts of the world where these type of torches are a (I was going to say ''Godsend'', but I am not sure if it would be PC) so lets say Umm.. very usefull.

On the subject of lighted gadgets, I have a mobile phone with a torch LED light in it and I noticed that on a forum that votes on phones most of the people who live in Europe or the US said the light is a waste of time and most of those who live in the ''developing'' countries said that it was a really good addition to the phone!
ud be ******** if there was no sun....
