Have you ever been out in mist or fog? Well, that's just a very low cloud.

Temperatures vary quite a lot at different points in the atmosphere - generally it gets colder as you go up, but sometimes there are temperature inversions - and this would affect how it felt to some degree, but ultimately, where ever it is, you're talking about condensed water vapour.
