Artex nightmare!

I have recently moved into a new house that has horrible artex in most rooms. It looks like old artex and i'm worried that it might have asbestos in it. For this reason i'm wanting to plaster/skim over this myself but do not have any experience. Does anyone have any advice or suggestions what would be the best and cheapest solution? Also, the artex is quite bad in places and sticks out randomly quite far in sharp points, can this small amount be sanded first if i was to skim over, or would i have to create a thick layer over the top?
