why do stars appear to twinkle? (i know lot of the time when we see them, they no longer exist) but why do they only appear at night sometimes - even when its doesn't seem couldy?

They twinkle because of atmospheric interference. They appear at night becaue the light of our own star generally overwealms any light from the other stars in the dayt It is possible to see the brightest stars just before dusk and just after dawn. Venus is also regularly visible at these times.

Dust and moisture in the air dims the light from the stars, and you only see the brightest ones. That's why a clear frosty night is the best time to see them.
