Therefore, when a mutation causes chloroplasts to fail to develop in some regions of the leaf, the stomata distribution is unaffected.
The stomata in white areas would be non-functional though because guard cells normally have chlorophyll and need to photosynthesise in order to open and close in response to changes in light levels.
