I read years ago that there is an equasion for that answer which is the square root of whatever height you are at the waters edge times 1.14 miles.e.g. if you are 6 feet tall standing on a 3 foot hillock then you would be able to see about 3.42 miles away.( the square root of 6 plus 3 =3 times 1.14 miles.
If your eyes are at sea level, and you are looking tangentially, then you will see no sea.
If you are elevated, looking down a bit, then you'll probably see as far as your eyes can... I believe it to be about 28 miles in a healthy adult with good eyesight.
It's all about the angle of attack!
