in a continous movement or are they starting and stopping ever so quickly. Because if the former then they can never really be pin pointed at any time. 3 dimensions are used to provide a position in space where something is and 4 dimensions adds the time it was there, but if a ball was rolling down a hill you would never be able to definitively describe its position in this way.

Well, think about it: if they were starting and stopping ever so quickly, what would the G forces be like? E.g., a plane travelling at 400mph decelerates to zero in an immeasurably small time then accelerates, at which point it immediately decelerates to zero again. Be fun to be a passenger!
Physics can easily describe position, velocity, acceleration and momentum for any object in motion.

What on earth do you think Newton'slaws of motion are for?
