Why do their shoes always come off?

I know this sounds like a silly question, but it really does puzzle me.
Whenever there is a photo of the aftermath of some explosion or other tragedy involving people, there are always empty shoes.
When that mad driver ploughed into those poor dutch people, the other day, you could see the victims were in their stocking feet
There was even a long boot lying in the road.
I understand that some shoes are loose, but not all of them, and knee-high boots are difficult to get off at the best of times.
i wondered if there was a scientific explanation.

I assume if a car hits you at knee level its the legs that take the initial force.

i agree, but your shoes are firmly attached to those legs aren't they?
Maybe the medical team - ambulance staff - take them off for some good reason.
Some shoe are not practical for running so people kick them off as they flee.

Perhaps there was still a leg inside the long boot?
Id say that when the body is involved with a major trauma that the legs and feet lose all tension and become like jelly and this is when footwear comes off especially in a car crash where the car has rolled.In explosions the shoes as well as limbs are just blown clean off!
