I have heard that in Germany they have an incinerator that will burn almost anything due to its super cooled lining, requires no fuel as like the Dresden fire storm it self feeds and that the smoke is scrubbed and rescrubbed till only clean hot air is left and even this is used for heating. Is there any truth in this or have I been misled?

Sounds like a form of perpetual energy and to my knowledge, perpetual motion is a bit of a pipe dream at the moment.

Perhaps you are thinking of a solar furnace/incinerator somewhere else?

High power electric arcs can melt and/or burn almost anything, they require a lot of power, perhaps you have been misled.
