Weight bags 1-6 against bags 7 -12. If they match then it is in one of bags 13-16. Weigh 13-14 against 15-16, and then either 13 against 14 or 15 against 16 depending which was heavier.
If 1-6 against 7-12 does not balance, assume that it is 1-6 that is heavier. Weight 1-3 and against 4-6. Assume that it is 1-3 that is heavier. Weigh 1 against 2. If they balance, it is 3, if they don't. it is whichever is heavier.
