How should we plan for a 2m sea rise?

1. Allow the intrusion of flood waters in low lying areas
2. Just defend our vunerable towns and cities
3. Strengthen our sea defences on many parts of the coast even where there is little population
4. Use stilts to build housing above sea levels
5. Do nothing, pretend it will never happen losing millions of hectares of land even though the population may reach 70m
Any solution will take £bns so what could be cut to pay for it?
