In 1 inch, the diameter increases by 1/48''
In 2 inches it increases by 1/24'' (2/48'')
The starting diameter is 6/24'' (1/4'')
Adding the 1/24'' increase makes the diameter 7/24'' at the big end.

My argument is the same as Red's, but she made the mistake of approximating to 2/48=1/12 by changing it to a decimal, instead of working with fractions right to the end.
You should stay with fractions to the end and then, if necessary, make an approximation by converting to a decimal. If you do it part way through you risk making the error even worse.
