It's called Cs�k, Anyu! from 1986.  It is Hungarian and the title means 'Love, Mother'.

Movie plot summary:

The rather surrealistic story of a middle-class family who seem to communicate with each other mainly by chalking messages on the kitchen blackboard, while the young son observes every action through a series of strategically placed periscopes.
