He would have had some indication of which side of the beam he was on, but it would be up to him to interpret it and correct his track. One such aid broadcast Morse As (dot-dash) on one side and Ns (dash-dot) on the other. When in the middle you would hear a continuous note. Hess was more a politician than a pilot, and I guess hie skill just wasn't good enough to use the navigation beam any better.
