It is not a 'health and safety' issue brought about by any changes in health & safety legislation.This situation has come about due to the fear brought about by the compensation culture which uses common law built up over hundreds of years rather than health&safety law per se. I canot imagine any health and safety person banning pancake races, games of conkers, egg and spoon races- these are myths. What happens is that event organisers need public liability insurance and this is expensive because of the high costs if anything goes . Often it is so expensive organisers decide to cancel the event.
