This is a bit of an odd one.
Sorry for the long post but i need to give the backstory to help.
About 10 years back I became ill (a stroke) and ended up losing my job as I was in and out hospital so much due to health issues. As soon as I was well enough I was advised by a career adviser to volunteer at a charity shop to "test the waters" to see if i was up to returning to work full time. I did this slowly over a 3-5 month period.
Whilst I was there I had a manager (Lets call her Joe). Joe seemed really nice and was extremely friendly. She was constantly talking about forgiveness and her church work etc. One Monday she came into work with a shaved head.. She called a meeting and said that they'd discovered she had breast cancer on saturday.. And she'd decided to shave her head as the treatment she had received on the saturday had caused her hair to fall out.. (yes.. i know lol) This didn't seem right to me but I wasn't going to say this.
Two-three weeks later we had the area manager come in and to let us know Joe had resigned because of personal reasons. We all thought she'd got worse and couldn't face it anymore. They then said Rose (The under manager) would be taking over.
At this point i started to look for part time work and got a job in an office. After a few weeks settling in I decided to volunteer again one day a week as I did miss it. My first shift back I was put on the tills. During this shift A lady came in asking where Joe was.. I said "She didn't work there as she resigned" and the lady said "Reigned or fired? I had been telling the managers for MONTHS about her and what she'd been upto but nobody listened. " She then told me that Joe had once been arrested and charged with theft. She'd been working as a cleaner for an elderly blind person and had stolen items and money from his house.
I'll be honest, we used to get nut jobs in there spouting nonsense so I didn't pay her much heed. AFfter she left I spoke to Rose about it who said to come to her office later. After the shop had shut I went and spoke to her and not only was that story true but the reason she had 'resigned' from the shop was due to Rose reporting Joe to the area manager for stealing and on investigation they found out that she had stolen nearly four thousands pounds over a 3 year period. They gave her the choice to resign or they'd call the police in.
Rose then showed me, online, the news story about Joe stealing the money from the OAP. Sadly this news article isn't online anymore and I can't find it anywhere.
Skip forward nearly 10 years and last week I traveled to a local town (Taunton) and went into a charity shop... Guess who was behind the counter with a managers badge on. She didn't see me.
Sadly, i have ZERO proof of the above as SHE resigned and she wasn't fired. I am 99% she is doing the same thing to that charity. Is it worth telling them? Will they actually do anything on one persons word? Joe's family are 'known' in the area so I wouldn't want any come back on me. Sadly, rose passed away a few years back so I can't even ask her to back me up.

If a Basic DBS check were made, a spent sentence would not show up on that either.
You have no proof of a past offence and you have no idea what like she is now yet you are 99% she is doing it again?
I would keep quiet about it.
tldr, sorry.
If the new employer are aware of the facts then it's up to them whether they want to give her an other chance in life. If they didn't check then they have only themselves to blame if she reoffends.
Meanwhile, unless you have evidence, you can't do anything; and probably should consider carefully even if you do find some.
zero proof - then do nothing
you cannot even allege dishonesty as there is no evidence for that either
DOI - I was accused of passing a charity cheque into my own account ( er rather difficult it you think about it). £25 - some years ago. "This is very serious Peter" - so I went to my accuser and said " I dont remember any of this - but I came in to your office, and - - you gave me the cheque?" Yes she intoned solemnly. " and so where was this valuable objaaay before?" In the office safe I was told which was at eye level. We opened the safe and I guddled around and found the cheque at the bottom of the safe
She started screaming. ( and I thought, God you have made all this up: talk about false memory)
"Are you gonna tell admin or shall I ?" made her scream a bit more
