It's a shame you can't get to Birmingham. If you could, just a few steps from New Street Station are many market stalls and shops selling fabrics at prices from £2 a metre. ( Some sale stuff even less)
The Fancy Silk Store, just off the side of the main markets has about four floors of every kind of fabric, and about half a mile away is a vast barn of a place called Barry's. The outdoor markets have sheeting and curtaining, and exotic fabrics suitable for cabaret costumes. The indoor markets have stalls with silks for ( say ) bridesmaids dresses, and much more. And all sorts of glitzy trimmings, too.
If you want the sort of fabrics which Indian and Pakistani ladies like for weddings, you should try the Soho Road, a bus-ride from the centre of the city.
I don't know of the biggest but if you go to Berwick street in Soho (london) there are about 7/8 all in that one street - which isn't that long...And probably, as its in the west end they have lots of tulle, chiffon, beaded materials etc., as well as the plainer fabrics.
CalicoLaine http://www.calicolaine.co.uk is one of the best fabric store and other sewing materials in London. They offer several types of fabrics specially fabrics for dressmaking you can visit their site and take a look on the products they offer.
