laptop in a shutdown loop.

I'm not very good with the technical side of computers and at the moment my laptop which has windows vista which when I start up my laptop it is slow to start then it goes to a windows screen which says ' configuring updates stage 3 of 3 . o% complete.Do not turn off your computer'and then after a minute or two it comes up with the 'shutting down' screen switches off,restarts and eventually goes to this message again. and so it goes on and on. :O(
Is there anyway i can get my laptop to actually start up myself, do i need to find a computer doc or is this terminal? (excuse the pun)
