When it became OK for blokes to smell perfumed, the aftershave had more and sexier smells added, some easily drowning out womens'perfumes!
Brionon might like the smell of women but women don't!
Always seemed to me to be the "delicate" zones for women, maybe a subconscious body language thing. Many women (well OK me) would find a delicate stroking/kissing of the inner wrist or neck hard to resist.
Showing your vulnerable side to a guy like how women tilt their neck to show it off to a guy they're attracted to and a showing your wrist is a sign of trust and attraction too.
Maybe it's just a further step to attract the man of your dreams :)
