I think there is some distinction in law about the number of people involved in chanting, at least in Scotlamnd. I seem to remember it being put forward as a potential difficulty when it came to sectarian chanting and how to deal with it.
However, calling Suarez a c**t is not racist, unpleasant though it may be. What really galls me is fans who give out the foulest abuse for 90 minutes and then whine like a bitch if a player even makes a gesture towards them. I

Racist language is specifically banned by the FA.
In fact, if a Ref hears any it should be a straight red.

I remember Cardiff City fans chanting "1-0 to the sheep shaggers" when we were playing them.
Mind you we call Derby County the sheep shaggers because their nickname is The Rams.
