Hanging Basket Planting

I have some small plug plants for hanging baskets, would it be advisble to grow them on a while, before planting them up in the baskets?

Yes..
You could plant them in the baskets but keep them in the greenhouse or conservatory until this weather sorts itself out and there is no more risk of frost
Be careful not to swamp them when watering if they are very small or they will kind of float about and lose stability and future root growth...
I'd grow them on for a couple of weeks in a cold frame or greenhouse.
