Brocha aplicadora de polvos sueltos.
Kwast voor los bruin poeder.
The first bit is Spanish meaning roughly "Application brush for free powder".
The second bit is Dutch and means "Brush for free brown powder".
In both cases "free" has the sense of loose or detached.
I've no idea what it really means, but I'm sure someone else will have some ideas.
