Providing it is a permanent ring, the number includes the person who bred it and a number (5932) means an ID number so it can be identified in a show for young birds and who bred it. The 13 is of course the year it was bred.
You can use the ring number to include if you advertise the bird as lost, but apart from that there is no other useful info. The breeder's name will be known by the Budgerigar society but they should be unwilling to divulge this to just anybody.
