If you want really cheap or almost-free stuff, make friends with a few charity shops or house clearance businesses, and ask them to hold onto the broken jewellery they find. You can re-thread necklaces and use stones from one brooch to mend another. You get the idea. At least, if you start by making some mistakes, they won't be terribly expensive ones.
Actually, I did this once, and found that a necklace which the charity shop thought was plastic was really amber.
