It Another Belter From The Elf N Safetee Wombles.......
33 Answers
Most days I walk to work via a local shopping centre to buy my lunch in ASDA. The centre is organised on 2 floors most of the shops including ASDA are on the first floor with the top level of a 2 level car park in front. Now I arrive on the ground floor and climb a stair well to the top, buy what I want and walk down another stair well and off to work. Now this week the stair wells have been taped off so I have had to walk up the road where the cars go. Still puzzled as to why, today I manage to see some Hi Vis wombles and ask them why they are taped off. “it’s cold, people may slip” was the reply. My assertion that walking up where the cars go was considerably more dangerous seemed to pass over their rather empty heads! Is every stair well in the country to be taped off? YCMIU!

Yes there is a lift but it's meant for disabled and those with push chairs etc and it's out of my way. I must admit on tuesday just tore the tape off and walked up, amazingly I did not die!
You're not the one doing the risk assessment.
As I've no doubt you know, there's no right answer to risk assessment judgements - something the great British public has never been trained by the media, or anyone else, to understand. It's not a digital - right or wrong thing. The media invariably want the man on camera, politician whatever, to state "there is no risk to this ....."

My brothers gardener works for a council in the SW of England...he works on trees and outdoor things..goes on every course know to mankind on elf'n'safety, for tools and equipment use, procedures blah blah blah blah.
That all goes out the window when he does my brothers land, take years otherwise, so he uses common sense, something that councils and the petty little jobsworths they tend to attract and employ dont hve let alone know what it is..
Latest gem from him...hes been told that ladders , steps etc arent for climbing they are for access......"whatever, access that tree up their and get rid of the branches impeding the telephone cable."
Its amazing how quick and efficient he is when he escapes council mode and hits real world mode.
We have watched him loads of times and when he is in council mode apart from being like molasses and tar mixed theres no rythmn to his work, its painful to watch......still, that sums councils up really, for the most part uselss and bogged down in their own made due process...too much time "thinking" about doing things rather than actually doing them
