Those small capacity dehumidifiers are designed for small amounts of moisture in relatively confined spaces...they won't cope with the ever-damp atmosphere in the average bathroom. You really need to improve ventilation in the bathroom so that the moist air is removed...have you got an extractor fan fitted, for example?
The moisture in the air in the bathroom will condense on the coldest surfaces....in Winter. the water in your cistern (and therefore it's surface) could be about 6C whereas the mirror, tiles etc are the same temperature as the rest of the bathroom....22C perhaps (or warmer?). So, it's not surprising that the condensate appears on the cistern only.
And, I'd be surprised if a simple "absorption" dehumidifier made any noticeable difference.
The Builder will have ideas on this...probably involving better ventilation!
