Are all fast food chains morally obliged to switch from polystyrene to paper packaging?

Many analysts rank paper packaging as far worse for the environment than plastic alternatives. For example, it takes 36 times more energy to make a typical paper cup than a typical expanded polystyrene one (and that's without the additional energy required to produce the cardboard sleeve you'll need if the cup is to be used for a hot drink).
Oh, for the days when fish and chips were wrapped in newspaper. Now that's what I call recycling.
Surely the degree of 'worsness' depends also on the environmental impacts other than energy consumption. If paper packaging is made using energy from plants then its energy requirements are not so relevant.
Nowt better than a few sheets of newspaper soaked in fat for breakfast.

but to make a valid comparison, you'd need to use biofuel energy to make the plastic alternative too.....
