E-Bay "item Location"

This is really a question for anyone here who shops on e-bay.
I have just ordered something fairly expensive from an e-bay seller who (on the item description) claims to be UK based but when you look at the seller's actual page, it then says they're based in Hong Kong.
The delivery time stated (1-2 weeks) would suggest they might have a holding address over here .
IF the item is delivered from Hong Kong and I get stung for import duty, can I demand that they re-fund that part given that they have claimed to be UK based?

His returns policy goes against the UK consumer laws and he will not refund the cost of return postage even if the goods are faulty, although I suspect eBay/PayPal will not give him the choice.
His business hours are 9am - 7pm (GMT+8) which means he is in Hong Kong.
If you have to return the item to HK it could be expensive. He doesn't give a physical address as he is required to by eBay.
