The Union Flag is only the Union Jack when it is flying from the Jack staff (see the link?) of a Royal Navy ship. It is raised as son as a line is on shore, or the anchor is dropped. It is struck, (taken down) as soon as the last line leaves the shore or the anchor breaks the surface. At ANY other time it is the Union Flag.

Douglas, when i last visited ireland i was in Carrick and Larne, and i saw red hand flags everywhere, in houses, shops and flying from lamp-posts. very intimidating.
