Can some one tell me if i can refuse to pay this? what are my rights here please?

You need to challenge the breakdown on the bill compared with what you were quoted.
You've not really told us exactly what it is that you're being charged for. Just like taking a car into a garage, you pay for both parts and labour when getting work done on a bike at Halfords but a couple of £6 pads and £12 labour doesn't come to £49. So what's actually shown on the bill?

The Consumer Rights Act 2015 states that, when no specific charge for a service has been agreed prior to that service being rendered, "the consumer must pay a reasonable price for the service, and no more".

So does the mystery part of your bill (which you've not told us about) relate to a service charge or to the supply of parts?

hmm ok i guess i told you all i thought i knew....the additional costs i can only assume are for 'other' work they thought necessary like cleaning the calipers...i think it is appalling practice and i will querey it but i guess i will have to pay.
If you don't know what the other charges are for ask them for a complete breakdown. Don't guess what they did ask.

HAlfords might be a big national child many but even they are not immune to local sites 'upping' the bill a bit to get their sales targets.
