Advice On How To Watch Downloaded Films Etc On My Tv.

I have a freeview box which is also a media player on the TV but for some reason it only plays music and shows Jpegs, that you can access via a USB stick.
But I can't put a film on the USB stick and watch it through the TV with this device... (which is kind of baffling to me)
Google is giving me all kinds of things, but i dont want to buy something and find its not compatible with my set up
I want to download a film, put it on a stick, card then watch it through the TV.
The capability to stream would also be good, if possible. but i prefer to download and keep.
i have available 1 HDMI, and one scart.
i also have a scart adapter to turn it into another HDMI.
There is also a CI card slot.
Its a Tevion T26WLZ53HID
i dont want to spend a lot as I have a firestick and have kodi, netflix, prime etc too.
I just want to set up this option for when my wifi is bad etc.
Also is there a certain type of file format they have to be to watch through a TV?
