Will a Post Office exchange a couple of old paper £20 notes for plastic ones without going through a bank account ?

That's what happened when I took some old pound coins into Barclays (whom I bank with) and simply wanted to change them for some new ones. I was told that I'd have to
(a) bag all of my coins up ;
(b) pay them into my account ; and then
(c) make a withdrawal.
I was there 40 minutes!
