Ebay Throttling Listings?

EBay offering a ‘promoted’ service for a fee. Now, I’m a seasoned Ebayer with lots of experience buying and selling over a number of years and I believe they are not ‘promoting’ the item but throttling the listing until you pay, then un-throttling it so it gets views.

no idea - how does promoting and throttling work?
I have noticed I get a lot less views all of a sudden but if I don't sell Ebay doesn't make any money off me. I'm only selling stuff I don't want so if it doesn't sell I throw it out.
Do they still charge you a listing fee though?

I stopped selling unwanted stuff on ebay - but I don't throw it out. Offer it up for free on your local FREECYCLE group website. I've shifted loads of stuff there & got back a few items.
