Using Pay as you go on the move?

I have just bought a laptop and thought I would access the internet on the move using a 'pay as you go' internet connection.I would pay via my credit card, which the ISP would claim against automatically as they would know I have logged on because of my username and password.
But I have found that I cant do this this because of CLI. Which means that I have to use the same phone line each time.
WHY? I log on, They get payed! I know that some ISP's offer an 'on the move' service, but not pay as you go.
This would cost at least �20 per month. At home I am paying around �30 per month for BT broadband access per month, I cant afford another �20 for what would be a low usage mobile connection. Anyone know a way around this problem?
