what might this film be?

my sister has been trying for yrs to identify a film--she saw it as a child of about 10 in 1955--b&w--set in post war uk--possibly london and likely to have been made anytime between 1946 and '55--scene she remembers is group of women--tied up head scarfs--those post war crossed over pinnies--standing in the street chatting--child of one of the women--little girl--not sure of age--is playing nearby--girl is doing handstands and while upside down sees a baby crawling from a window on to a ledge high up in nearby building--this scene is filmed from the viewpoint of the upside down girl--nothing else she can remember--i remeber a similar scene in a usa tv series made '57/'58 called "panic"--but sister sure this was uk and set immediate post war --thanks to any who can help
