For more on marking an answer as the "Best Answer", please visit our FAQ.It is the sender's responsibility to fill in a customs label stating the value on any goods sent internationally by mail. Not always observed though.
If it's not done then the customs officer will if he decides to open the package use his own discretion as to the value - the same as he would if the declared value was obviously too low.
