PayPal - "Expanded Use Number Needed"

I have seen this next to my credit card address box in PayPal. Anyone explain it better than paypal? What is it? why? Do you have to do it? Is it charged everytime you purchase an item or is it a one off charge?

I cant quite remember as this was ages ago I did this on my paypal account, I do remember something vaguely about it though and as far as I know it was a one off charge
In order to safeguard the security of everyone using the PayPal system all new PayPal account holders have a spending limit of up to about �500.

Once you reach this limit, you will be prompted by PayPal to enrol in PayPal's Expanded Use Programme. Once you have done this, your spending limit will be lifted, as long as you have the funds available from your credit card.

PayPal will charge a one-off fee to your card which will be refunded to your PayPal account after your next transaction.
It confirms that you are the credit card holder and receive the credit card statements.

Two very small payments are made against the credit card and the statement will show a PIN number.

You complete the process by entering the PIN number on-line.

Once done any limits on your spending are lifted.

kempie, what if I dont do it? Will it stop me from purchasing? I pucrahse via paypal, but via my bank account details
