we bought one that said all it needed was cold water and ice, but it was really useless. to be any good at all, they do need to vent outside.

You are trying the defeat the laws of physics. A/C produce a temperature so one half of the unit gets hot whilst the other half is cold. The hot bit gets vented to the outside. If you keep them close together, you loose the impact.

If you dont pipe the hot air outside you will be cirulating the same air therfor defeting the point and running up a hug bill. If there is no possibility of you using this type of system cans of madgicool which can be purchased from boots do a good job at colling down cars ext on a hot day

If you look in Google for 'portable air conditioner' you'll see any number on offer. Compressor type conditioners do produce heat that has to be got rid of by venting, but there are evaporative and Peltier effect conditioners that don't.
