No, the sizes are not the same. I would suggest that you e-mail Ralph Lauren (not personally!) and ask them what the sizes are in inches (Americans use inches not centimetres) and also ask them if they ship to the UK.

So what are the measurements over here American inches to our inches? My brothers a big lad and I would like to buy him this as a gift.

I think that American inches are the same as our inches, it's just that eg American size 14 is not the same as our size 14. Shoe sizes are completely different. If they can tell you the chest size in inches (as I said they don't use metric) you should be able to work out whether or not it will fit.
