Does an electric oven need an accessible mains switch, even in a private rented property?

I have just moved in and cannot find somewhere accessible to turn the oven off at the mains (without using the fuse box). I understand most electric ovens are 13 amp so doesnt need one of them cooker switches, but surely i need to be able to isolate the electricity from it, especially with a child who loves switching knobs. Does the landlady have to provide an accessible switch for the oven. I have looked in cupboards etc, and i cannot find a plug or anything that can turn the power off to the oven. I just think that an appliance that can get as hot as it does, should have somewhere to switch off, even if it is just to stop little fingers switching it on. Am i right in thinking this?
