Am I going to get a fine and points for this?

Out for a ride on my motorbike this afternoon, I approached a section of dual carriageway that had been coned off to one lane, which of course was crawling along at walking pace. The coned off lane was totally empty, no work men, machines, piles of sand, nothing, so I gently eased into it and rode very slowly along it. As I got to the end of the coned off section there was a 'highway maintenance' van parked and as I filtered back into the traffic stream he took a picture of me, then moved behind me, as if he was noting my registration. Was I breaking the law?

Take it from me filter as far as you can on the correct side of the cones, if you have to loop one occasionally then do but you can get done. Sit tight I doubt anything will come of it.
Is that true about 'highway maintenance' offices, or whatever they call themselves? They have their vehicles done up like police cars and I've been stuck behind them previously where they drive slowly along the middle lane of the motorway to, I presume, slow other vehicles down. What happens if you overtake them, doing less than the speed limit obviously? Do they have the right to stop you?
