I want to buy large amount of second hand clothes. I heard that the quality of the clothes depends on the geographical area the clothes were collected from. Which area in the UK are considered as good areas for collecting clothes?

If you want a good "geographical area", and to do business with "that annoying people", I suggest you go to the 3rd world countries where they sell the clothes.

The people in prosperous areas wouldn't give you the time of day. Places like Liverpool or Belfast are famous for their generosity. Try either of those cities.
Most people good second-hand clothes to charity shops these days - I wouldn't give to any of these collecting bags, most of them go for rags anyway. We had a bag collection for charity at a place I worked a couple of years ago, there was some fabulous designer stuff but they sold on weight, £4 a bag. You could go to charity shops in high-class areas and ask if you can buy the stuff they are throwing out, not good enough for the shops.
When I've left bags filled with stuff for charity at the gate they've been stolen before the collector arrives. The last time I filled the charity bag with a mixture of old newspapers and grass clippings and, sure enough, it was lifted before the charity van came round. Hope they were disappointed.
