Are these legal? I'm referring to the small blue lights that are sometimes hidden in the radiator grill as well as those that are substituted for proper side lights and / or headlights. Yesterday evening I even saw a car with blue lights illuminating the number plate, making it difficult to read. Are these supposed to be "speed camera proof"?

As long as the are fixed (in both physical movement and in that they don't flash) and facing forwards then they are legal (though they do make the driver look like a dick, but that's just my opinion)

the Road Vehicles Lighting Regs 1989 only say that you can't show a red light to the front or any colour to the rear other than red, amber and white when reversing.
Oh, and it's nothing to do with speed cameras, it's just people thinking they look cool

Your example of blue number plate lights would be illegal as they are specifically required to be white.
Blue lights - The law states that only emergency vehicles can display blue lights so it is an offence if your vehicle has any LED or neon under-vehicle lighting system or lights on windscreen, washer jets or number plates emitting a blue light. The motorist could receive a £30 Fixed Penalty Notice and or be reported to court.

Lighting Regs state:
"Restrictions on fitting blue warning beacons, special warning lamps and similar devices
16. No vehicle, other than an emergency vehicle, shall be fitted with-

(a) a blue warning beacon or special warning lamp, or

(b) a device which resembles a blue warning beacon or a special warning lamp, whether the same is in working order or not."
Yes .. I decided NOT to go the Fast & Furious route with the Skyline.
: )
I remember my old boss saying "I'm surprised you don't have those blue/white headlights!"

I was mortified.. and on my beautiful car :o/
What's skyline?

My daughter has mentioned that a few times over the last few days...
any lighting except standard fit are illegal, under car neons give points and fine (but can be fitted for show and off road use), can be fitted but not used on the road. people will fit them (myself included in my younger days) but i wired them into a switch so i could them on and off at will, even had the coppers baffled at 2 shiny odd looking bolts that they swore was flashing behind them (kept them on for a laugh). let me go anyway as they couldn't prove they flashed and couldnt take them out as they were locktite'd in...
