HALLMARK QUESTION - SILVER OR STAINLESS STEEL?

I have a Salt & Pepper set which I really don't know if they are Stainless Steel Silver Plate or Silver!! Just by looking at them I would have said Stainless Steel as they appear 'brushed' however they do have what I think is a hallmark and they are VERY heavy so I am a bit stuck!

they are stainless steel, the hall marks are for decoration, possible a makers mark and a company mark.

if it was silver it would have an assay office mark, and a date letter. plus i can see from the photo it is stainless steel.

I'm not sure what those marks are..................what those marks AREN'T is hallmarks, sorry.

Thanks - I thought that was the case - all I need now is to identify the maker. They are most probably not worth a bean but you never know do you!!
