You've posted on a UK-based website where
(a) there aren't many people about ('cos it's around 3am) ; and

However it occurs to me that a president who consults much can (depending upon who is making the evaluation) either be seen to be valuing the expertise of others [which is clearly a positive attribute] or incapable of independent thought [which is a negative one].
Someone who 'ponders much' can be seen as being careful not to rush into things [positive] or as failing to act quickly enough [negative]. The same can also be applied to 'resolved slowly'.
'Resolved surely' seems to be the only statement that isn't capable of being read in two ways but, even then, Washington's critics might still argue that he resolved 'surely' but 'wrongly'.
In short, Hamilton's view [on it's own] tells us nothing.
